Seems like the PS3 may get in-game video chat very soon if one game's feature list is to be believed.
"To coincide with the home video release of Solo: A Star Wars Story, Zen Studios added three more tables to its Star Wars pinball series." - Tyler Hall from Video Chums

Neil writes "Join us as we show off most of the missions that are available on the Portal Pinball table for Pinball FX2, including the superb Atlas and P-Body team up!"
It looks like Portal, it's a bit strange and throws up a few wacky ideas. So far so good.
Oh, wow! Didn't know that Portal had a ping ball game...I'd sure like a Portal 3 more, though!
pinball fx2 is the only game i have spent the most money on dlc...if you want to call them that...i see them as simply new games (tables)...and i still don't have them all...loved portal (even if i did get stuck and stopped playing it) so i will be picking this one up.
With the amount of tables available, it certainly gets expensive if you want to own all the Zen offerings. This one looks like it should be on the hit list though.
Game-Specific.
Just like the poker game on PSN there's in-game Video Chat too.
This isn't the supported videochat which works regardless of game. That is the one that would be very useful. Not even so much video as audio.
You are not streaming video and playing a game online, sorry not happening this generation.
MAYBE a coop game but doubtful. My guess is they just improved the video chat.
Says features for the game, not PS3 OS.
Hey but at least its something that the ps3 can do. I remember when there were only certain games that could do in game music on the ps3, but then it was only a couple of months till Sony actually allowed Devs to use the OS to implement it.
