1. Most of them work, but developers have said that this is a dev panel and using some of the commands may break your current game. You should be fine using the zz_money and addxp since the game is designed to scale with your character's level and money isn't tracked for any plot purpose (though, good luck getting enough to buy all of the really nice weapons from the various merchants without using zz_money). I'd really suggest staying away from immortal, addparty, ai off, killallhostiles, chargen, zz_pre_demo2, zz_pre_strategy, and similar commands.

2. This is far from all of the commands. Just off the top of my head it's missing: runscript addtalent X {where X is the number associated with the talent; no list of talents by number made public yet}
