IGN: PAX 09: City of Heroes and Villains Update

At Penny Arcade Expo, IGN spent a few minutes with Paragon's senior lead designer Matt Miller, who talked about their upcoming content update. Codenamed "Power Spectrum", Issue 16 of City of Heroes/Villains features a new character creation screen that allows players to customize the colors of most powers, as well as the geometry and animations of some power sets. For existing characters, you can visit a tailor to make those adjustments, which are unique to every costume your character has.

So many changes, that for years they swore couldnt be done.. or wouldnt be seen in this version of the game. Enter Champions Online, with user customized power colors and emanation points on the character.

Now all of the sudden NCSoft can do the same exact thing... Fear of the competition is a powerful motivator heheee
