So I take it that the PC version is equally as gimped as the console versions?

Should be a bit better due to this patch.

I've finished the game (PC) and I never noticed any bugs. I'd heard a lot of talk about guards running into walls etc, but I was pleasantly surprised when I didn't have any crashes or wallhumping guards at all.

The game even ran smooth on my two year old PC without turning down the graphic settings too much.

Of course, the repetitive missions are still there. I read that the developers had added some additional missions in the PC-version to make the cities less repetitive, and I still thought they were boring from time to time.

1.3 - Biggest Bug is...
When i played under DirectX 10, it would lock up in 15 minutes, and i would have to do a hard reboot of the machine. When i ran under DirectX 9 it worked fine.

If they fixed that, then i will be very very happy, and i will gladly put down my console version and play through this game on the pc.

As with any PC game, unless it's wide spread it's often hit and miss. You can get a flawless run through on one machine, then a torrid time on another.

All you can do is keep your PC clean and upto date with drivers. Suppose a patch means there are some problems, but there's not a huge change log.
