IGN: Imperium Romanum: Emperor Expansion Review

With a name like Emperor expansion, you'd think that the developers would have pulled out all the stops. Sadly, that's not the case here. This expansion is more about adding quantity rather than quality. Adding more missions is fine as far as it goes, but the interplay between buildings and residents isn't particularly exciting, and the combat is just far too shallow for the subject matter. The addition of random objectives in one scenario is nice, but that doesn't make the other 95% of the game any more interesting. The one neat idea, the inclusion of patron gods, adds an extra dimension to the gameplay, but it's hardly worth the price of admission here. Unless you're a die-hard Imperium Romanum fan, give this one a pass.
