Yea actually. It's like topdown GTA3 graphics with old school GTA1/2 sprites. Having played the DS and the PSP version, the PSP version makes the DS look so bad. It's almost like everything is in higher definition, the lighting is so much better, more side quests, online play, and even the cutscenes have better resolution.
However, I don't like the PSP version at all. They introduced a better "physics" engine to it, but I think they should've focused on other things instead.
What do I mean?
The targeting, same bad camera angles, and mini games.
They suck.
Minigames felt much better on the DS with the stylus and at some points it's gimmicky in the PSP version, especially when the analog control (which they force you to use sometimes) doesn't respond well. The safe-cracking minigame took me forever just to get the damn dial to read 6. The analog was either too sensitive or not at all.
The targeting. For some reason the DS nailed this one right, but on the PSP it's erratic. It targets the enemy closes to you and switches to another target despite target lock. Sometimes, the game is stupid enough to change to a different target ... say ... an explosive barrel, while you're pumping away at your shotgun.
The horrible camera angles. The one mission with Mel led me to many frustrations, especially the mission involving burning down the weed joint. Going into the building and having the camera zoomed into the sprites wasn't my ideal way of playing this game. The walls were blocking some of the enemies and objectives, and with no way to change camera angles during these scripted events, I wished they'd just fix that.
It's a better game, but I don't think reviewers have played the game enough to find the faults in it. The DS still had the better targeting.

More to the above...
I'd say after repeating the mel missions so many times because of horrendous targeting (compared to the DS which had excellent targeting oddly enough, maybe bad code), having to watch the 3D cutscenes over and over again because of repeating, and having to drive to my destination over and over again because of... repeating...
GTA Chinatown Wars for PSP sucks. EDIT: scratch that. It doesn't suck. It's just frustrating.
It's one thing to have pretty graphics and more hours of gameplay, but it's another to have a broken targeting system and ignore the flaws that were present in the DS version.
Oh and the PSP badger pda looks nice but doesn't feel right. It's obvious from the PSP version Rockstar had stylus controls in mind all along, and the port to PSP w/o the stylus controls just make some elements awkward.
