Harvest Moon interview in issue 4 of HGZine, he talks about the development of the series, and when asked about a Microsoft version, he said "I am certain that Microsoft is spending time developing a [handheld] platform but as I say, whether it reaches the market or not is another thing," but added that he would welcome such a device.
