GameVortex writes: "In the end, Naruto Shippuden: Ninja Council 4 is more of the same. If you've liked the previous Ninja Council games, then there is no reason why you won't like this one. I just wish it had a bit more meat to it and that the developers would figure out a different way to handle activating the Jutsus".
