But the problem with this method is that you will miss out on a lot of great items in the dungeons.

"Turn in all complete quests at one time once you're fully rested"
His reasoning is totally flawed, it makes no difference, rested or not, when you hand in the quests. You don't get an XP bonus for handing them in rested and handing them in rested DOES NOT increase the duration of you rested state. For numbers sake, let's say for the next 100,000 XP you earn it is double (so you will get 200,000). Handing in a quest rested will still leave you with those very same numbers, you don't get double XP for handing in the quest. So rested or not you still ultimately earn the same amount of XP.
