Homefront's multiplayer mode is set before the single-player campaign. It's based around some of the key battles between the fractured US forces and the Korean People's Army. So while the single-player campaign will have you fighting as the civilian resistance the game's multiplayer has you fighting with the much more fully equipped U.S. Military.

I'm not entirely sure either yet but I've been reading what they're doing on the PC version and it looks like they're effort on that should be rewarded.
