"Servers are already available for pre-order. Unranked servers will top out at 24 players, while ranked servers will be run with a maximum of 18 players. Many communities utilize rented servers, but having this be the only option is a bit disconcerting. It remains to be seen if servers will be provided by Treyarch or Activision as well as the amount of control given to renting admins"
The video on Black Ops 1 shows some separate rooms, assets, and other features which exist outside of the boundary of the game.

At least The pc does have dedicated servers. It's free for everyone unless they want to run their own server.
