they should make it so you start out as a nobody in a suburb to the city doing petty crime, and then work your way up and eventually move into the city and gain control over it. Rags to riches kind of story. Aging would be cool as well. Start as a teen and go through different stages of life. They should make so that you at one point in the game end up in jail, meeting new people and having to do missions before you are released. Like part of the story.
I think London would be a good setting but it doesn't fit the rockstar city or dividing the city into part....London really can only be split in half by the Thames. Also because GTA is made by a UK company then the British accents would be realistic (i.e. more cockney and less really posh/Australian sounding) las Vegas I think will be a bit hard to do for the same reason....Out of the past cities i loved san andreas because of it large open world from desert to urban
I don't think that the new GTA will be set in an existing city. My guess is on either Carcer City or Vice City, hopefully the latter.
The idea of Berlin and Moscow is pretty intriguing because there aren't that many open world games (if any?) set in those destinations.
