what kind of a question is that, what is the ony gaming patform where you can get things for free?, you think sony's gonna put on on a blu ray disk and package it up all nice for you, or that psn which doesn't make any money for sony is gonna pass out thousands of dollars in bandwidth for free?, PC only

The game is 100% free to play. There's also a digital preorder going on now for $30 that comes with some bonuses.

The game is going to also be supported with microtransactions to buy cosmetics and such, apparently nothing that'll directly affect the gameplay.
