The Witcher 3 version 3.4 for Switch available as an optional update that improves performance

I don't really understand why devs don't downgrade visuals as much as necessary prior to release to hit a locked frame rate of 30 (or 60, depending on the game). I'd at least like it as an option. At this point, all games look good enough that I'd rather just take the resolution/detail hit to have a solid frame rate.

Probably because it undermines the promise that the game would be available full on cartdrige on day one without any downloads

what game is available full on any media without any extra downloads? Most games nowadays on PS4/XB1 require GBs worth of downloads via day one patches and stuff.

Oh I dont think you are wrong at all!
Most games in ps4/one has a several gb day one patch, but one of the advertised "features" of this port was that no downloads were necessary. So, since the patch is optional no downloads are necessary.
Im not saying that the game shouldnt get patches, they just probably didnt want to go against their own marketing campaign
