Steam has very impressive regional pricing than the consoles do. It's been like this since around 2012/13 (might be before this time period or after, I'm not sure).
Looks like the author has just found that out just now, his region's currency only started being supported now, or he's new to steam and PC Gaming. Nothing to see here.

It was always this way. But then publishers figured out that since they are losing so much on the pc market they might as well ask almost the same price as on consoles, where they have to share the half of it with platform holder, to recoup their loss a little at least. So they are making double the money(compared to consoles) from a sold copy. I was shocked when base PC version of Far Cry 5 was actually more expensive in my country than ps4's this holiday.
The times when games were like 40% or sth cheaper on pc are long gone now.
