This is about 0.058% daily. Over the course of a year it would add up to about 20% of user accounts refunding a game.
Refunding 1 game a year is perfectly reasonable.
Devs getting in a tizzy over this are probably over-hyping crap and getting upset when their game fails to live up to the hype.
I imagine No Man's Sky caused quite a spike in refunds.
I tried to refund NMS and Steam wouldn't let me. Sadly I spent to long playing the game looking for where the fun was. It took me about 8 hours to realize there was no fun to be found.
If there's a problem with Steam's refund policy, it's that it's too restrictive.
