If you level up outside of a game, does that count as cheating?

I miss the good old days of gameshark as a kid, and printing off sheet after sheet of codes from the school library lol.

so its just for saves? or is it like a code breaker or game shark that mods the game.
Freaking sweet if it is true, I hope it supports PSN games. But the download Red Alert 3 game is a pain to beat.

It's great for single player or even co-op but definitely not for multiplayer. Always fun when you use cheats after you beat the game or for a 2nd play through
