The stores are still separate. Try logging in to a Japanese account from PS4, the store will be unavailable.

I wonder if they can ever offer sales after it's been out a while. I know they're already discounted some but will we ever seen 50% off for limited time or buy 2 get 1 free. I'd imagine there'd be some deal with sony and the 3rd party publishers to make this happen but this is one step in that direction...

I'm already going digital only and this kind of implementation will only get others to follow sooner than later.
