Even though I live in England a GTA in London wouldnt be fun, as there isnt really much there except buildings,roads and a few parks. It would need to have some crazyiness to it like vice city or san andreas to make it really fun again, unlike GTA4 which was an amazing story but not really that much to do after.
I remember playing the Getaway, it had an amazing story but the free-roaming was very boring as it was constant buildings and roads with only a few cool spots due to the London setting being boring.

A different country will be interesting, but the entire GTA series is based around a stereotype of American culture. That's what all the humor is based off of, and I can't see that translating well to other country's cultures.
But a different locale certainly would be interesting, at least in terms of exploring.

RockNRolla kicked ass, but The Getaway was very obviously trying to ape Richie's style. They even copied some of the more clever dialoge from his movies, it was pretty shameless.

God that would be so cool. Though I can't help but wonder just how different a virtual London would be from Liberty city. The only difference I can think of is that instead of regaining health with hot dog stands, he'd stop in a pub for a pint and some fish&chips.

14 - GTA games should only be based in on cities in the USA.
I really do believe the GTA series are only suited to be based on American cities. America just seems to have the perfect organzied crime scene that is replicated in GTA games - Mafia, Latino drug cartels, Russian Mafia, Mexican gangs, Black gangs etc. Major American cities are recognizable to most people in the world even if they have never been there. The satirical nature of GTA's humour and flavour can only be possible because it's based on the creators love of gangsters and American culture. Dan and Sam Houser have always stated this as the basis of their GTA creation. London and Tokyo are already covered in crime games anyway.
You have the Getaway that caters for London and Yakuza that already looks after Tokyo. Why would Rockstar want to bother basing the next GTA on these places when they've already been done by other devs in the same genre? It dont make sense.
Rockstar should just make an updated, modern version of Vice City (possibly with a whole Florida state, only possible with Blu-Ray though) and make the main character a Latino drug cartel guy, plus all the best missing features from previous GTA titles, newer better features and add-ons. If Rockstar would that, then I'D BE ONE VERY HAPPY AND EXCITED MAN as I'm a MASSIVE GTA fan.
EDIT: And before anyone tries to attack me on this, I must eagerly point out that I'm from London, born and raised and I live there. London does have a thriving, and extensive organized crime scene, and yeah believe it or not London these days can be a dangerous place in parts. However from what I see living here, it certainly pales in comparison to what goes on in the organized crime scene in most large American cities. Even medium-sized American cities on their own like Detroit, New Orleans, Newark and Pittsburg have much higher crime/murder rates and drug-related problems than London.

Wait a sec! GTA 4 we know is a success, but we don't know anything about TLAD yet. MS has announced that it made more money on its first day than any other Xbox Live release, but then it was the most expensive at $20, so that really doesn't clear much up.

To be an all time classic V needs to be either a true sequel to Vice City or a game in Vegas/Boston/Los Angeles with Italian Mafia and/or Brotherhood status Irish Mob.
Personally I'd rather save London for Getaway 3 and Tokyo for Yakuza 3, since they're both direct sequels to legitimate action games that have already done a good job with both places. Besides, San Andreas and games like Saints Row 1 and 2 provide more than enough of the "hood" characters/jokes/storylines.

Somehow I don't think GTA Belfast is very likely, although it would be interesting for many, for people old enough to actually remember the IRA bombings and those that have lost family in war in Northern Ireland it is still a very sore subject.
