Nah, they just didn't have art for Kiki - she looks nothing like that. Rockstar has only ever referred to the girl with the lollipop as "Lollipop Girl," and she's not a character that actually shows up as part of the story. It's just like with every other GTA, where they add a few random hookers or bikini girls to their official art.
