GTA 4 in-game TV better on PS3

In the process of making a GTA 4 comparison video VideoGamer.com has noticed one major difference between the Xbox 360 and PlayStation 3 versions of the game - there is no full-screen video mode for in-game TV in the Xbox 360 version.

Could this be because of a lack of storage space on the Xbox 360's DVD format?
