NaughtyDog are most likely moving onto a new IP next so it would have been the perfect time to do it.

Our goal is between the first two DLCs. It’ll go up at that time on PC. In April. All of that stuff will go up on PC. People are beta testing it. There’ll be a lag on consoles. We want to get it up on PC and have it work. It’ll probably be a good month before it hits Xbox One, and another month for PlayStation 4.

So, the PC side has to be up and running and smoothly going by Todd's words.. then a "good" month for the X1, which in today gaming market could mean 3 months and then another month for the PS4.. So, sometime in the summer for the PS4 to get mods at the very earliest.. (and now this is just a personal obversation on my part and I truely hope I'm wrong) but more than likely though they'll be some kind of deal between Bethesda & MS and it'll be the Fall before PS4 get mods.
I don't really plan on getting Fallout dlc, I skipped it for New Vagas as well. Nothing personal it's just that there are too many good games coming out soon...like The Division!
